Anka Jovanovic is a scientist who created a WMD, the Modulated Neutron Initiator, for Nicaraguan President Raphael Rivera. Her lab was in Jacob's Cove, a former leper colony. During the rebellion against Rivera, she and her weapon were captured by a member of the Ghosts and his squad.
