Dr. Baynes is a minor character in the horror novel, It. He was Eddie Kaspbrak's family doctor when he was younger. He notifies Mr. Black (Derry Elementary's Head Gym Coach) that Eddie has no medical or physical complaints of any kind (essentially suggesting that his symptoms are psychosomatic).
