The USS Enterprise NCC-1701, under the command of Captain James T. Kirk, visited the planet Psi Zeta II. Psi Zeta II was a previously unexplored planet. Captain Kirk assembled a landing party and beamed down to the planet, leaving Spock in command. The landing party met the Ruling Council of the planet. The Ruling Council voiced interest in joining the Federation. But the Federation was concerned that the Romulans were on the planet as well. The Romulans did not want Psi Zeta II to join the Federation. Captain Kirk called the Federation for help. The Federation sent the USS Enterprise NCC-1701-D, under the command of Captain Jean-Luc Picard, to help the Enterprise. The Enterprise-D arrived at Psi Zeta II. The Enterprise-D sent an away team down to the planet to negotiate with the Ruling Co
