Andre Fullerton is an arsonist responsible for attempting to blow up the U.S.S. Benjamin Franklin but failed thanks to NCIS Special Agents Anthony DiNozzo and Ziva David intervening and arresting Fullerton. Under the threat of being sent to Gitmo, Fullerton eventually gave up the name of the person who had hired him: Harper Dearing, as well as identifying him as possessing a Southern accent.
