The Horot is the collection of laws the govern the Horothrium Hegemony. The laws originated as a simple collection of restrictions on combat and killing within the Horothrium species, but has since come to encompass the entirety of society. The penalty for violating the Horot is most often death, though enslavement is an alternative in some minor offenses. The Ethlar is the body with the authority to add, change, or remove laws from the Horot.
