He is the one who had framed Miller for the assassination for the Caruban President, Xavier Serrano. VSSE gave Miller 48 hours to clear his name or they would have to turn him over to the authorities. When Abacus tells Miller that it was Ricardo who framed Miller, Miller fights his way to Ricardo's mansion and engages him in a gunfight. Miller defeats Ricardo, but soon, Wild Dog arrives in a helicopter and betrays Ricardo by gunning him down, with Wild Dog surprisingly becoming the true main antagonist of the rest of the game. As Ricardo dies, he tells Miller to go after him.
