If you mean in pokemon red/blue or its remakes, I believe you must first defeat the Elite Four. In the Fire Red and Leaf Green (red and blue remakes), you can not go there by just beating the Elite 4. You need to recover the Ruby and the Sapphire to be able to go to the Cerulean Cave.
