Joe Kinney (b. 1982) was a resident of Grantville at the time of the Ring of Fire. He was 18 years old, but had the mental age of a five-year old. At his first cabinet meeting, Mike Stearns shared his plan to create a standing army by recruiting from the graduating high school class, but quickly assured young men like Kinney would not be put in harm's way.
