A Scrutator was a very powerful postion during the Lyrinx War. It was the highest ranking inquisitor position. Most scrutators were merely provincial scrutators, who were unofficially in charge of their designated province. Though governor's were officially in charge, in many cases they were controlled by the provincial scrutator. The most senior scrutators were members of the Council of Scrutators who were directly in control of Santhenar itself and were affectively the law-makers. The Council secretly answered to the shadowy Numinator.
