The Scientology building scam involves pressuring believing Scientologists into forking out vast sums of Money to buy impressive Scientology buildings. Then the buildings remain closed while Scientologists are pressured into forking out yet more for renovations. Where the money actually goes is a bit nebulous but it appears the bulk of the money goes to the central Scientology organisation and David Miscavige while only a small part goes into the actual buildings. Then the buildings remain empty for years and years while the faithful are pressured to pay yet more for them.
