The Hierarchy Rearrangement Act was bill presented to Darth Marr, current Emperor of the Pure Sith Empire (later known as the One Sith Empire), by Moff Ragat. This bill not only gave the Imperial Ministers a council, but it also gave the High Military Officers authority over Sith with a certain rank. Surprisingly, Marr approved the bill, which lead to an uprising lead by Darth Ravage who was killed soon after by Marr, thus ending the uprising. This bill later became part of the Document of Reformation.
