A delicate balance between the European major powers (and finally also China, Japan, and the USA) is everything that prevents a Great War. Different kinds of power "blocs" have been formed, as France and Russia have great difficulties to keep the Apostolic Confederation (the Habsburg Empire) at bay. And Britain, still facing major diplomatic problems with France (very unlike OTL), remains neutral.
