Lionel Phipps was a drug dealer and pimp that started taking control of illegal businesses in Farmington. The Strike Team managed to arrest him by planting evidence in his house. They then replaced him with Rondell Robinson, one of his small-time dealers, to have control over the drug trafficking in the area.
