I would say Xiahou Dun because they are cousins I guess a better question would be which cousin does Cao Cao trust more: Xiahou Dun or Cao Ren? I always thought that he treated most of his vassals pretty equally but it would be a toss up between Xu Zhu and Dian Wei for his most trusted vassals who aren't related to him.
