Despite the fact that Tenkūgakure prided itself on its neutrality in global affairs, the village and its leadership were not daft enough to believe that war could not appear on their doorstep. As such, a specialized team of shinobi was created shortly after Tenkūgakure's founding, with the explicit purpose of erecting several types of barriers in and around the village.
