Manuel Ramirez was a San Martino citizen, the brother of Hector and father of Jesus Ramirez. After the People's Republic of Haven had conquered San Martin, he was convicted of "terrorist activities" and shipped off to Haven. The Office of Internal Security apparently intended to use him as kind of a hostage, hoping that due to his popularity, his countrymen would stop their acts of terrorism, but the plan had backfired when he died within two years.
