The FBI are in the building keeping track of the hacker suspects until all the power goes out leaving a code red and forcing all agents out of the building in the wake of what would be Thomas Gabriel's Fire Sale. After a while, Deputy Director Miguel Bowman is back inside the building speaking with NSA agents Jack Parry and Chuck Summer about why they didn't inform him earlier about the situation.
