It depends on the viewpoint. From the moral point of view it is a law, although not mentioned in such a global sense in the 10 (Christian) Commandments for instance. Here must be emphasized that religious (including Christian) laws of conduct do not equal morality as a whole, but this is another topic. According to the legislation it is not a special law, although constitutional rights imply the obligation for people to respect other people's rights.
