Stephan Mann was an Earth Union citizen and politician. A dedicated Swiss-Belgian member of the Greens, he became Regional Customs Patrol Coordinator in the Sol System's asteroid belt around 245 PD. He was a plain-featured man, usually wearing extremely conventional suits. (HHA6.1: BTB)
