A Labour Party politician. In 1961 he was elected to Middlesex County Council to represent Willesden, Kilburn. Middlesex County Council was abolished and Grant was elected to the successor Greater London Council in 1964 as a member representing Lewisham. He lost his seat at the 1967 elections, but regained it in 1970, serving until 1973. Committee Chair Licensing 14 April 1965.
