Rookie Performers is an insert set in 2009 Topps Heritage High Numbers packs. The cards were inserted 1:12 packs. The purpose of the set was to highlight the impact rookies. However, Topps only included 15 players so they left out AL ROY winner Andrew Bailey, NL ROY runner-up JA Happ, and several other notable players who could have been included.
