Catching Them Off Guard is a repeatable quest that can be triggered by killing a certain amount of Nation guards. Guards are found on the road from the Nation Headquarters to the first Zone. They can also be found in Astrub near each nation's embassy, just before the bridges that lead to the nation's Canoon. Ghostof Guard NPC's also count for this quest.
