The Graak was created by the Doctor to try and find an escape from after he had trapped the first seven incarnations of the Doctor in the Determinant. The Doctor gave the Graak full movement capabilities and the ability to keep in touch with all of the Doctors via a telepathic link. (GAME: Destiny of the Doctors)
