Attacks on the RTL-2 Flights are ordered by The Foreign Colonel after getting the co-ordinates from the Cham-Cham machine at Paradise Peaks. The Cham-Cham sends the co-ordinates to his machine which is manned by his Lieutenant. He was voiced by Matt Zimmerman.
