Volkur was an innocent man, purposely found guilty by Judge Arbus and executed for the sake of Arbus' career. This gave him a good reputation of being a fair and precise judge. However, Xena later discovered the thruth that Volkur wasn't guilty and he knew it, which led to Arbus' downfall.
