The Counting House of Zakyo Toshi was a large round building located near the governor's mansion. Two stories tall, it was built with wood of the Shinomen Mori. The interor was full of luxuriant amenities, and the main room held six seats, five for the council members, and one for the resident Emerald Magistrate.
