Frostwolf Reaver can be found in Alterac Valley. They spawn at a ballista south of Snowfall Graveyard if you give Warmaster Garrick the Frostwolf Assault Orders. They will charge towards Dun Baldar and attack everything they come across. Their level depends on the upgrade level of your troops.
