The Technique Neutralize allows the user to prevent or stop an opponent's jutsu by exerting an equal amount of chakra. However, the use of this jutsu is short ranged and not a permanent effect only having the ability to cease one jutsu that is being performed right before the technique's use, this was used to stop the summons of Orochimaru's 'third' mysterious box in the final battle between the two. Proving physical contact is not in fact needed however if the jutsu is used before the opponent begins the jutsu then it will not work, to prevent the jutsu in use all the user would have to do is have the proper hand seals at the beginning of the opponents jutsu or after its creation.
