Star Citizen's economy will use United Earth Credits (aka UEC, credits, or Imperials) as currency. There will not be any sort of premium currency that can only be obtained through a cash shop - there is only one in-game currency. All in-game items can be purchased with the in-game currency, including cosmetic items.
