Walter Kane is a man who owns a private investigation company that works for the Pentagon. Kane later gave NCIS false information concerning a supposed sleeper of the Libertad Nueva. To throw any attention off himself, Kane framed Ramon Vega as being the one responsible for a string of dirty bomb attacks all so that Kane could gain money from an upcoming defense contract bill. Despite his best efforts, Kane's role was eventually exposed and he was arrested and jailed.
