Starfleet Commander-in-Chief, also known as C-in-C, Commander Starfleet or Chief of Staff is the highest position a Flag Officer can attain in the Federation Starfleet. He is overall in charge of the whole organization. The C-in-C serves as the primary military advisor to the Federation President and the Federation Council, and has operational authority over the whole of Starfleet.
