The Teguta Lusat Port Authority was the administrative body for the principal spaceport of the Rafa system. It was located just outside the capital city of Teguta Lusat, on Rafa IV. The authority's duties included governing all air traffic, issuing landing permits, and granting lift-off permission. Ground Control was a sub-division of the port authority and was charged with ground-traffic control, the loading and unloading of cargo, planetary quarantines, etc. A portmaster was overseer of the installation.
