Heliopolis is the first extra-planetary human settlement in history. The exact location of the city is on the surface of Luna inside of the northernmost large impact crater (OTL Peary crater). During the Luna II mission, which orbited the Moon from pole to pole, two areas around the crater were discovered that are consistently bathed in sunlight, while at the same time, parts of the inside of the crater were completely shielded from from EM of both Terra and Sol. This allows cheap, limitless energy production and a reduced need for radiation shielding of the cities inhabitants.
