The DAMAGE_POWER_* constants are used in NWScript to indicate the level of damage reduction provided by or pierced by effects created by scripting. (That is, these constants correspond to an attack or enhancement bonus.) It is possible that DAMAGE_POWER_ENERGY was intended to indicate damage that would penetrate all levels of damage reduction. However, since the relevant parameter is ignored when inflicting damage via a script, the speculation is academic.
