Mexican Shooter is one of the three assassins who along with Viggo Drantyev were hired to kill NCIS Director Jennifer Shepard. This ultimately triggered an intense and bloody gunfight that ended with the assassins and Shepard herself dying from wounds sustained in the shootout although former NIS agent Michael Franks later went back and shot the victims again to make sure they were truly dead before fleeing the scene.
