Bill McAdams is the head of an ultra-secret government organization known as the OGA. According to Oscar Goldman, the OGA is so secret that no one knows how many agents are in the OGA or who they are. Goldman was aware of the existence of the OGA and did know that Bill McAdams was head of the OGA. Goldman approached McAdams to ask if Clark Templeton O'Flaherty was an OGA agent. Goldman also expressed his concern that OGA would steal information from OSI without any notification. Oscar Goldman and Bill McAdams seem to have met before. Goldman is aware that McAdams is a golfer.
