Bill Starkweather is the highly corrupt commissioner of the VCPD, and appears as an unseen character in film Sudden Violence and is mentioned in Red Dead Revolver 3dn edition. He never makes an appearance in person, but his voice can be heard during a phone conversation between him and his bff James Stalker at the beginning of Press Coverage.
