Less than a month after Emergence Day, Vreland began to raise question about how the Coalition of Ordered Governments was going to deal with the refugees from the Locust attacks when they had no idea where the enemy was going to attack next. She noted that the infrastructure and resources they needed to care for them had been destroyed by the Locust, and that society was already splitting between those who had lost everything to the Locust and those who were determined to do anything to not lose a thing, no matter what.
