Bobby Jackson was one of the African-American men seen playing in the darkened basketball court that had been shut down after it was revealed that the deceased Commander who had supported the local youth groups in Norfolk might have had links to a drug gang. He and his friend were unwilling to talk to Gibbs but agreed on the condition that he would be able to switch the lights of the basketball court back on. It should be noted that he has the surname as the NCIS Medical Assistant Examiner Gerald Jackson but it is not known if they are related or not.
