Horitsu is constantly described as being the opposite from Jesse Pleinlune, this being the cause of their rivalry. Horitsu takes anything, not just problems, very seriously, principally if it envolves his work. He is very impassive when it comes to justice, always following his ideal, "law and punishment", in other words, the ones who don't follow the law deserve punishment, no matter what it costs to do it and how serious is the punishment. Horitsu constantly hurts seriously many pirates without needing to, following his ideal, but as result being hated by many, not only pirates.
