Full-females do not have wings, but sail dance is specific to the females, who alone have the four arms and four hands. This sail-dance mimics wings. Two hands handle the pole, and one hand each manipulates the two sides of the "sail." And so a definitively Chatcaavan paradox: the women who can't fly are imitating flight in a way that the proper fliers couldn't, not having enough arms/hands.
