Sam Stevens was an NCIS Special Agent in charge of the investigation into the bombing on the Turkish ship that killed Abog Galib and left Leroy Jethro Gibbs injured and in a coma. Despite not appearing at NCIS in person, he was seen talking to Anthony DiNozzo in MTAC via a live video-conference.
