This scenario uses force levels from Martin Gilbert's Recent History Atlas, supplemented by other sources. Greater Axis readiness is reflected by using tanks for German and artillery for Japan. Nations enter the war in accordance to a fixed schedule. Note that this scenario could easily be played on any map by adjusting the territories controlled.
