Blue Chip, colloquially known as "The Program", is a highly sophisticated supercomputer operated by the UNSC Joint Chiefs of Staff. Capable of operating at a maximum performance of 500-700 billion yettaflops (5-7 x 1035 floating point operations per second), it is the most powerful human or Covenant supercomputer ever constructed, vastly exceeding all prior supercomputer models. Blue Chip was responsible for a key UNSC counterterrorism victory in 2594 for flagging the Arcturus as a high threat; a civilian freighter later found to carry tens of thousands of weapons on board.
