Moff Federation was a faction that was organized by six senators and an Admiral who were disgruntled with Emperor Oladam Harmon I. They first tried diplomatic measures to fix their problems with the Emperor, but he would not budge. As a result, they caused the New Imperial Civil War. The war was very swift, and the faction was massacred during the war.
