Gracie Hirosaki was a female Human in Starfleet in the 23rd century. Between 2281 and 2288, she and Dr. Azark led a team of Starfleet and Thevosian scientists who developed a protomatter-based shockwave weapon. The project was abandoned after the testbed ship, USS Pacific, was captured by rebels and later destroyed by the USS Enterprise (NCC-1701-A) in 2288.
