[Source] Bernard Loredo is the commandant of Flotsam in Chapter 1 of The Witcher 2: Assassins of Kings. Geralt first encounters him while attempting to rescue Dandelion and Zoltan from being hanged. Is highly possible that he manage to take control of Flotsam thanks to his mother Marietta Loredo who was once a psychiatric patient on the local mental institution, more precisely the only patient that survive the fire of the same, she later killed the commander of the place slitting the man's throat & proceeded to steal a map that revealed the localisation of a treasure whose belonged to the Imperial Army of Nilfgaard.
