Valya is a prisoner in Butcher Bay Correctional Facility Double-Max area. He is working in the mines as a mechanic. Valya seems to be crazy. After Riddick had disposed the guard that was guarding Valya, he thanked the space traveller of the kind and gentle gesture of setting him free of the custody of a jester, despite killing him. Valya then introduced himself as the great Elemental King, and that now he is free to roam his land, and gave space traveller a code to his secret chamber. He was regretful that he had no other gifts to give, but was sure that space traveller would find pleasure in his secret chamber. He then stopped talking since he was tired from the disgusting labor.
