The Council of the Just is the ruling body of Beloveno. It consists of three council members and the council president. The initial councillors are Herras, the president, and Perron, Gard, and Riko. During the events of the game, the latter two members are replaced by Melthar and Arrek, while, if his murder succeeds, Herras is replaced by Zerruma.
