Hozumi was a minor Lord who once was in charge of a castle in Nazo Mori. He was granted a post in the court, but the guards of a tower refused to follow him. Hozumi destroyed the rest of the castle, and the guards, who had remained and eventually died, still manned the Lone Tower as ghosts, as reported by some samurai. No peasant or eta had ever reported seeing the tower or its guardian spirits.
